The Appraisal District Board of Directors Role in the Property Tax System

The Board of Directors have no authority to set values or appraisal methods. Its required duties and authority are prescribed by the Texas Property Tax Code, and include establishing the appraisal district office, hiring a Chief Appraiser, appointing the Taxpayer Liaison Officer, appointing the Appraisal Review Board, adopting the district’s biennial reappraisal plan, and adopting the district’s annual operating budget.

Beginning in May 2024, the board of directors for appraisal districts with a population of 75,000 or more will include three at-large members elected in the general election. An additional five members will continue to be appointed by the governing bodies of eligible taxing units participating in the appraisal district. At the same time, the County Tax Assessor-Collector serves as an ex officio member. Both appointed and elected members must meet eligibility requirements set by the Texas Elections Code and the Texas Property Tax Code.

Board of Directors Eligibility Requirements

The Board of Directors invites comments from the public about the policies and procedures of the Bexar Central Appraisal District, the Appraisal Review Board or other matters within the board’s jurisdiction. To contact the board or sign up to speak at the next meeting, email bod@bcad.org. Emails may be directed to the appropriate department or the Taxpayer Liaison Officer for resolution.

If you wish to address the board but do not speak English and cannot bring your own interpreter or have limitations due to a physical disability, please notify the Taxpayer Liaison Officer (TLO) in writing, by email at badtpl@bcad.org or by fax at 210-242-2451, prior to the meeting in order for arrangements to be made to accommodate your needs.
