For some reasons, some players you would identify as new players will not be actual new players and will be frustrated if they are forced to play the tutorial again. You have an interesting challenge on your plate :) | |

So forcing the tutorial should be no worse for new players. Anyone who has already played it is then by definition not a new player, so they won't be affected by the change. | |
