To make it easier for the maintainers to deal with the weight of Pull Requests, this template will suggest some checkboxes when developers open a new PR. If all of the boxes have been checked, then the pull request list will show
making it easier to know that something is in compliance.
This will make it harder for contributors (including myself) to make mistakes when making PRs.
(I've included it in the PR description to show what it would look like when a dev has left it in, checking the boxes)
