About us

GBRA provides stewardship for the water resources in its ten-county statutory district, which begins near the headwaters of the Guadalupe and Blanco Rivers, ends at San Antonio Bay, and includes Kendall, Comal, Hays, Caldwell, Guadalupe, Gonzales, DeWitt, Victoria, Calhoun and Refugio counties. Planning and resource development efforts are carefully coordinated within the broader consideration of regional and statewide water needs in order to fulfill GBRA's primary responsibilities of developing, conserving and protecting the water resources of the Guadalupe River Basin.

  • We're proud to share GBRA's Western Canyon Water Treatment Plant was recently recognized with the 2025 Outstanding Membrane Plant Award from the South Central Membrane Association (SCMA) in the Large Plant category. SCMA's mission is to advance water quality through desalting, reuse, and other water sciences by supporting utilities across Texas, Louisiana, New Mexico, Oklahoma, and Arkansas. The Outstanding Membrane Plant Award honors operational excellence and performance in membrane filtration. The Western Canyon Water Treatment Plant treats river water stored in Canyon Reservoir through a microfiltration system to produce up to 10 million gallons of drinking water per day. With approximately 45 miles of raw and treated water pipelines, the facility provides a firm, reliable supply of drinking water to GBRA’s existing customer communities and water systems in Comal and Kendall counties.   • Our mission is to deliver high quality water and wastewater service to communities throughout the Guadalupe River Basin. GBRA operators are the experts when it comes to treating water and wastewater. To ensure that our operations team continues to grow in their roles, operators have opportunities to obtain water and wastewater licenses from Class A to Class D (A being the highest qualification possible and D being the entry-level license).
