Massachusetts’ Department of Family and Medical Leave (DFML) upholds user research as an efficient and effective way to ensure their paid family and medical leave (PFML) services meet the public’s needs. We’re supporting DFML as they conduct user research to help applicants understand which type of leave to apply for and to make it easier for eligible organizations to request an exemption from the state PFML program. We’re proud to report that since April 2025, we conducted 20 user interviews with 20 individuals across two work streams: helping applicants understand which type of leave to apply for and making it easier for organizations to request an exemption from the state PFML program. At Nava, we’re committed to advancing health care data interoperability with Fast Healthcare Interoperability Resources (#FHIR) – a standard developed by Health Level Seven International (#HL7). In this case study, we illustrate how we’ve supported Centers for Medicare & Medicaid Services (CMS) in designing, developing, and operating the Blue Button 2.0 (BB2.0) API, a FHIR-enabled service delivering claims data for over 60 million Medicare enrollees. The Impact? We have empowered enrollees and witnessed better outcomes, such as: – Coordinated Care: Applications can aggregate personal health data, helping patients with chronic conditions coordinate care among multiple providers. – Informed Decisions: Insurance plan finders can recommend options based on health history and needs. – Simplified Research: BB2.0 allows enrollees to automatically authorize researchers to pull claims data, reducing manual entry burdens. – Modern Access: We're helping CMS build digital Medicare insurance cards populated with real-time coverage information via BB2.0. By converting data from disparate sources into the standardized FHIR format, we're helping CMS achieve a state of true #interoperability - giving Medicare enrollees and their partners the data they need to make informed decisions about their health journeys.
