This morning I had the privilege of participating in Minister of Economic Affairs Sakari Puisto’s roundtable discussion on crypto technology and its applications at the Government Banquet Hall.   The session brought together policymakers, regulators, and industry experts to exchange views on the current state of the sector in Finland, the opportunities ahead, and how regulation and innovation can be balanced to foster growth.   Key points from my perspective:   1️⃣ #Stablecoins/#EMTs are already subject to rigorous regulation in the EU. Their risks are addressed under existing law, which means that valid, successful, and reliable business cases can already be built around them in Finland and across the EU. 2️⃣ The Finnish Financial Supervisory Authority (FIN-FSA) should be provided with increased resources in the crypto-asset department. Market demand is growing, and our supervisory capacity must be scaled accordingly. 3️⃣ Finland would benefit from developing and executing a national crypto-asset business strategy (for example, by establishing a “Transformation Committee”). This would strengthen market understanding and enable us to shape both the business and legal environment more effectively.   As Nordic Law’s Managing Partner, I was glad to contribute to the discussion and to see the strong commitment to developing Finland’s role in the digital economy.

The draft budget for 2026 presented by the Minister of Finance Gilles Roth this week in the Parliament contains some very interesting measures improving the competitiveness of our economy and our finance sector. Below the most important measures announced by Gilles Roth: 1) One more reduction of the corporate tax in 2027 2) Implementation of a carried interest regime 3) Launch of a Fund Tech Accelerator 4) Launch of a AI Experience Center in cooperation with LHOFT 5) A more innovative investment policy of the Intergenerational Sovereign Wealth Fund with the possibility of investing 1% at least in bitcoin. 6) Introduction of a digital treasury certificate 7) Provide 424 Million euros for AI-strategy, Cloud and Data 8) Strategic partnership with Mistral AI 9) Introduction of a new stock options regime for startups 10) Zero-interest loans by SNCI for small and middle-sized companies And finally launch of a "Loi Rau reloaded" granting tax incentives for private investors. I’m confident that all those measures and initiatives will contribute to make in the next years Luxembourg and its ecosystem more attractive again.

"If anyone is out there thinking that all of this will just go away then I would urge you, strongly, to reconsider. Digital assets and cash are here and here to stay" These words from one panellist at Sibos yesterday sums up the mood of the entire conference. The agenda is dominated by digital assets and cash and the real use cases generating real value today. Here are some fun facts and highlights from my perspective so far: 1. DTCC processes $100 trillion of assets. One focus is creating digital twins of these assets so that collateral management can be done on an almost 24/7 basis rather than being constrained by legacy tech, operating hours and market practices. 2. Asia has 60% of the world's youth (15 to 30 year olds). The majority of them hold crypto assets that provide no yield in the way that traditional cash deposits might. How is the concept of the "time value of money" going to be reflected in the products of the future? 3. 60% of all ISINs worldwide are German largely due to a thriving structured products market with low costs of issuance. The post-trade inventory management, settlement and cash processing is a major focus of digital issuance and full lifecycle processing promising >50% cost savings. 4. The ECB's Pontes and Appia programmes perhaps are the most compelling emphasis that the "old" world of monetary policy and regulation will co-exist with the "new" world of digital/tokenised assets and cash. The new regulation and interoperability that the "seam" between TradFi and DeFi will require is the focus of many here at Sibos.

This morning started with a round table meeting organised by the Minister of Economic Affairs Sakari Puisto on how Finland could leverage opportunities in crypto. The event was attended by Mr. Puisto, some members of parliament, industry representatives as well as relevant experts from different government bodies. The fact that we had the meeting was already an indication that Finland has a lot to offer to investors and companies in terms of a pragmatic approach to building solutions, low hierarchies and a collaborative way of working. On top of that we have a very digitally savvy population, a lot of engineering talent in the digital space, a lot of clean energy production and a regulator that engages constructively with the industry. The improvements that Coinmotion proposed in the discussion were: 1) Further simplifying and clarifying the taxation of crypto assets for investors 2) Creating a positive non-discriminatory business environment for crypto businesses 3) Forming a small task force/transformation office in the government to formulate the overall crypto strategy and lead the way by coordinating the required changes across different government bodies. It was very encouraging to hear from many of the participants that there is a big opportunity in crypto and that we need to move fast to make Finland a better place for crypto investors and companies alike. I look forward to more of this kind of constructive collaboration!
