This universally accessible building is designed to foster community connections and mutual support, an inspiring model for inclusive, affordable housing. Our structural team is proud to have partnered with Cahill Contractors, WRNS Studio, Bruce Prescott, Mercy Housing, and The Kelsey to help bring this visionary project to life. To advance both sustainability and resiliency, we incorporated recycled concrete aggregate, and created an efficient design that uses less steel, reduces carbon, and enhances seismic performance.
The Kelsey Civic Center is setting a national precedent for inclusive housing and marking a historic first for San Francisco. The 112-unit, all-electric development is the first project in the city’s housing lottery system to dedicate homes for people who use Home and Community-Based Services (HCBS). By reserving units for residents with disabilities who rely on state-funded supports, the project expands both access and equity in affordable housing. What sets the Kelsey Civic Center apart: -First-of-its-kind inclusion: units intentionally reserved for HCBS users, alongside affordable apartments for households at 20–60% AMI. -Accessibility beyond compliance: wide corridors, tactile paving, sensory-aware design, and intuitive wayfinding that support diverse needs. -Sustainable from the ground up: all-electric systems, low-carbon materials, natural ventilation, and abundant daylight. -Community at its core: shared courtyards, rooftop gathering areas, and Inclusion Concierge staff connecting residents to resources and programs. Located across from City Hall, the Kelsey Civic Center is a demonstration of what’s possible when thoughtful design, careful planning, and expert construction come together to advance inclusion.
