It was a privilege to attend the 2025 Future of Money, Governance & the Law conference last week in Washington, DC, sponsored by the Government Blockchain Association (GBA) and The Edge Of Company, Inc. The event successfully provided a critical forum for discussion and learning among thought leaders, focusing directly on the regulatory and technological frontiers. I commend the production team for their agility in pivoting the venue location following the government shutdown. The discussions successfully moved beyond theoretical concepts to concrete policy and infrastructure considerations. Among the array of highly insightful contributions, the following points particularly resonated with me: Amelia Powers Gardner on the Powering Decentralization: The Future of Data Centers, Energy & Infrastructure panel, addressed global competitiveness by noting the nation is in an "electron race." Her contribution underscored the strategic necessity of a dual energy approach, contrasting the 18-month timeline for solar farm setup with the 4 years required for fossil fuel generation, stressing the urgent need for parallel energy deployment. Brittany Kaiser, a keynote speaker, detailed the critical importance of preserving digital identity, highlighting the decentralization and privacy inherent in Telegram's TON blockchain. Cleve Mesidor, speaking on the Digital Government: Real-World Blockchain Use Cases for A More Nimble Future panel, directed focus toward the proposed Deploying American Blockchains Act of 2025 (pending legislation), positioning it as a foundational national strategy to mobilize secure blockchain adoption. Preparing ₿itcoin for the Quantum Era: Inside BIP-0360 BIP-0360, Pay to Quantum-Resistant Hash (P2QRH), proposes a forward-compatible Bitcoin address type built for a post-quantum world. It introduces a hybrid transaction format where quantum-safe signatures (like CRYSTALS-Dilithium or SPHINCS+) can coexist with classical ECDSA, allowing graceful migration without a hard fork. Unlike Ethereum’s account-based proposals, which the BIP alleges would require a more invasive protocol upgrade, BIP-0360 keeps compatibility at the UTXO layer and minimises data overhead. It focuses on preserving fungibility, existing script paths, and wallet interoperability. Technically, it defines: • Quantum-resistant public key and signature formats • A new witness structure for P2QRH outputs • Optional hybrid signing for phased adoption • Compatibility with Taproot and multisig constructs Is this a major step towards practical post-quantum resilience in Bitcoin’s base layer?
