Revised help topics to state that latest supported Delphi compiler is XE8

Noted support for Delphi XE8 compiler.

Added support for test compilation under, and auto-detection of, Delphi XE8.

Added new TSWAGImporter.ExcludeSnippet and TSWAGImporter.SnippetExistsInDB methods.
Modified TSWAGImporter.IncludeSnippet to prevent duplicate snippets from being added.
TSWAGImporter.MakeValidSnippetIDString now simply returns SWAG snippet ID as a string.

Modified input and output of Origin property: property is never written if snippet's origin is local and an exception is now raised when reading origin if it *is* local.

Added new sosLocal snippet origin source and replaced TNullSnippetOrigin class with TLocalSnippetOrigin class that is used to represent snippets of local origin (i.e. not imported from elsewhere).

For consistency TSnippetOrigin was renamed TRemoteSnippetOrigin.

Updated code that was affected by these changes.

Corrected code that set a snippet's Origin property twice.
Improved explanatory comments about setting snippet's Starred property.

Added new TDatabase.TrySelectSnippet method.

Replaced ISnippetLinkInfo with ISnippetOrigin and changed name of implementing classes accordingly.
Updated all affected re changes.
Replaced TSnippetOriginKind and TSnippetOriginSource enumeration.
Removed redundant TSnippetSynchSpaceIDs constant container.

Renamed CS.Database.SnippetLinks unit as CS.Database.SnippetOrigins and updated affected units.
