Symbian .dll need at least the caps of their loading app,
that means all the sfw dlls need at least some capabilities.
Since they are examples we just give them self signed privs.
Servicebrowser was registering and unregistering xml files from
other services, yet not installing them. This leads to all
sorts of confusion. Just install the services.
