Add android-ndk api level check for qtpdf6.10
Make sure we use api level from qtbase config.
Set it for 28 as this for sure works and ci's
emulator for x86 target supports 28.
Upcomiing 140-based pumps that requirement to 29,
but pdfium can be still compiled with andorid28 target.
