What is the extent for the API usage?

I am curious with Spotify API usage.

The terms of conditions state that it should be used in a non-commercializing way. Then does it mean that the whole app cannot earn any money or the functionality itself?

In another words, I was wondering if it would be possible to use the Spotify API to push a playlist onto Spotify(which would be included in the freemium subscription) and the premium would only include something like AI assisted playlist generation.
