Want to Add DSA Solution of this problem - Power of Four - using Logarithm

Problem Statement -
Given an integer n, return true if it is a power of four. Otherwise, return false.
An integer n is a power of four, if there exists an integer x such that n == 4x.

Example 1:
Input: n = 16
Output: true

@cclauss Would you say this is even a valuable algorithm to include? Every PR opened for this issue has simply used a built-in logarithm function like math.log().

@tianyizheng02 I agree that all the implementations are too trivial (a one-liner) if math.log() is used.
