Overwrite: consider whether moving template contents to a pattern is correct behavior #333
Description
Currently on Overwrite, the template contents are automatically moved to a pattern when they contain any media, in order to serve them from the theme and make them portable.
In the recent FSE outreach program, this feedback on CBT came up whether this is indeed a good approach.
Should we be pattern-izing the template contents on "Overwrite"? Or should this functionality be reserved only for exporting the theme, since that is when portability is a concern?
