VSCode extension displays imminent workspace shutdown with new TTL bumps

The VSCode extension is displaying warning messages for workspace shutdown while users are actively using them. The workspace does not shutdown after this interval.

This was likely introduced in #10704 with the implementation of 1-hour TTL bumps.

Impact

The message is misleading and causes doubt in the stability of workspaces. Several customers have reported this behavior.

No incorrect messages are displayed in the Coder UI, so this issue may need to migrate to coder/vscode-coder.

This notification should not show for workspaces the user is actively using.

The main problem is users actively logged into workspaceX see notifications like "workspaceX will shutdown in 60 minutes".

The only reason this should show in an active workspace is if it will be forcibly shutdown by their Autostop Requirement.

Right now, it's appearing in workspaces where the activity bump is pushing the TTL, meaning the workspace will likely not shut down in the displayed time given the user continues working.

This has not been reported since the patch, however we should change the notification to be aware of workspace connectivity since activity bump is now configurable.

I.E. if a user is signed into a workspace and their activity bump is only 15 minutes (now supported), this error will return.

The thirty-minute notification should be hidden for workspaces the user is connected to.
