Empty list of tasks reduntant if no templates are configured

When no templates are configured, the user is presented with the following screen:

Please notice that there are two sections just saying that there is nothing to display.

Recommended fix: if there are no templates for tasks and no tasks to show (fresh install scenario) please do not show the empty list of tasks and associated filters.

Open question: is this a valid scenario where there are no templates configured for tasks, but there are still some tasks (finished, idle or running) created prior to template being edited / deleted?

You may not delete a template while there are still active workspaces related to that template.
However, it's possible for a template admin to modify the template such that the active template version does not have has_ai_task: true set.

So it would seem that the logic for showing the "tasks" tab should be

• User has access to at least one tasks-enabled template
• OR user has at least one non-deleted task
