Why is avatar a URL and not an object of sorts, such as ImageBitmap or Blob? If it is managed by either the user agent or the site, would that not be easier?

That's not a bad idea at all. It doesn't really solve the interesting responsiveness problem, but might be a nice way of modeling the feature.

On responsiveness the structure should likely solve the same 'art direction' issues that the RICG solved for the picture element, ideally without as many issues due to legacy web formats. However the structure would still need to be rich enough to cope with essentially media queries in a parameter.

Looks to me like the format used by manifest would solve all those issues raised by RICG and additional parameters could be added if it doesn't.
