IFileSystem had some problems with not seeing all files on Linux.

This PR adds the server command
sp update. When triggering this command, Source.Python is updated to the latest version. Manual action is only required on Windows if Source.Python is not loaded viasource-python.vdf. The manual update instructions are printed to the server console in that case.
