    Most organizations still treat a phone number as a proxy for identity. That assumption is breaking down faster than anyone anticipated. Every year, more than 35 million U.S. phone numbers are recycled, and each reassignment can silently transfer control of an account, authentication factor, or recovery channel to someone else.
